BCS is Breshere’s public-safe orientation layer for organizing source families, jurisdiction differences, access pathways, and publication gates. It helps identify what to inspect next; it does not produce legal, medical, motive, or wrongdoing conclusions.

Country, territory, regional, or supranational source-navigation differences that affect record access and publication caution.

Public-safe, summary-only, sensitive-review, legal-review, or do-not-publish boundaries before outward language is used.

Open orientation routes for people trying to find the right public-source pathway without submitting sensitive material.
